Administration of Manipur

The government in Manipur is formed on the same lines as in other states of the country. Manipur has 2 seats in the Lok Sabha and 1 seat in Rajya Sabha. Like all other states of India, the head of the state is the Governor, appointed by the President of India. His or her post is largely ceremonial. The Chief Minister is headed by a group of ministers with independent power. The Chief Minister is the head of government and is vested with most of the executive powers. Manipur has an unicameral legislative structure. The Manipur Legislative Assembly consists of 60 members. The members are elected for five years period. The Legislative Assembly is presided over by the Speaker. There is Leader of Opposition, Deputy Speaker, Secretary and MLA in the Assembly.

Manipur Government


Manipur literally means ‘a jeweled land’. It is situated in the Northeastern part of India. The capital of the state is Imphal. It is one of the most beautiful states of India situated within lush greenery and natural beauty.

The total number of districts in Manipur is 9. A district of Manipur is headed by a Deputy Commissioner who is over all in-charge of the administration in the particular district. He has to perform triple functions as he holds three positions: at once he is the Deputy Commissioner, the district Magistrate and the Collector. As a Deputy Commissioner he is the executive head of the district with multifarious responsibilities. As the District Magistrate he is responsible for maintaining the law and order situation in the district. As the Collector he is the Chief Revenue Officer of the district, responsible for revenue collection and recovery. The Police administration in the district is under the control of Superintendent of Police (SP).

Bishnupur

Bishnupur is one of the nine administrative districts of Manipur with its headquarters located at Bishnupur town. The district is bounded on the North by Imphal West District, on the South by Churachandpur District, on the East by Imphal and Thoubal Districts.The original name of Bishnupur was Lumlangdong (now Lamangdong). Bishnupur is popularly known as the ‘land of dancing deer’.

Chandel

Chandel is an administrative district of Manipur with its headquarters located at Chandel town. The District is situated in the south-eastern part of Manipur. It shares common borders with Myanmar (erstwhile Burma) on the south, Ukhrul district on the east, Churachandpur district on the south and west, and Thoubal district on the north. The District is inhabited by some 20 different tribes. Prominent among them are Anal, Lamkang, Kukis, Moyon, Monsang, Chothe, Thadou, Paite, and Maring. The Moreh town, the international trade center of the state lies on the southernmost part of the district.

Imphal East

Imphal East district as its name signifies is situated in the eastern part of the state of Manipur with headquarters at Porompat. The district came into existence on 18th June 1997. This is a hilly district that occupies an area of 469.44 sq. km with a total population of 394876 according to 2001 census. The district has rich flora and fauna. The hills are the homes of many valuable trees. A wide variety of medicinal plant is also grown in both plain and hilly areas.

Imphal West

Imphal West district is one of the nine administrative districts of Manipur with its headquarters located at Lamphelpat. The district surrounds Senapati District on the north, Imphal East district on the east, Thoubal district on the south and Senapati and Bishnupur Districts on the west.

The Imphal West District comes under the Manipur valley region. It is a tiny plain at the centre of Manipur surrounded by Plains of other districts. Imphal City, the state capital is the centre of all-important activities of Manipur.

Senapati is an administrative district of Manipur with its headquarters located at Senapati town. Tamenglong

Tamenglong is an administrative district of the state of Manipur. The place is endowed with hills, ranges, narrow valleys and forests with rich variety of flora and fauna. The district is located along the western boundary of the state.Its administrative seat is situated at Tamenglong town which is also the centre of all commercial activities in the district. The hilltops and valley sides are dotted with small hamlets which are inhabited by majority Zeliangrong Naga tribe (comprising of Rongmei,Liangmei, Zemei and Pumei) and Kukis, besides minority Hmars, Chirus and Khasis.

Thoubal

Thoubal district is one of the nine administrative districts of Manipur with its headquarters located at Thoubal town. The district occupies the bigger portion of the eastern half of the Manipur Valley and takes the shape of an irregular triangle. It is bounded on the north by Imphal district, on the east by Ukhrul and Chandel districts, on the south by Chandel and Churachandpur districts and on the west by the districts of Imphal and Bishnupur.

Ukhrul

Ukhrul is an administrative district of Manipur with district headquarter at Ukhrul town. The district shares international border with Myanmar in the East and is bounded by Chandel District in the South, Imphal East and Senapati Districts in the West and Nagaland state in the North. The topography of the district is hilly all through with the highest point of 3114 m at Khayang Peak. The Ukhrul district can be said to be the highest hill station of Manipur. A sizeable population of the district constitutes Tangkhul Nagas. A small percentage of Kukis, Nepalese and other Non-tribals also live in the district. The Tangkhuls have fair complexion and are more similar to the Mongolians in facial appearance.
